Gratis repository unavailable

I have nexus 3.3 on windows 10
When I try to access the Funstersplace repository, the message says it cannot connect.
But using v1. 7 on Android, I can access the repository ok.
Is this a Windows thing or is it v3. 3 ?
Reluctant to put 3.3 on android
